If you want the lowest possible consumption, ARM is the way to go but Windows ain't the only thing you might want a more standard CPU for. what exactly do you need the cpu power for? I'd say for most routing/firewall/dhcp/samba purposes a Netgear WNDR3700 + openwrt would probably be just fine. Uses 5-10 Watt.
