Manual control will lose auto-control based on temp. In other words, GPU fan RPM won't be changed in accordance with temp and be fixed at a static speed. I suggest you using fan control in UEFI. Just use ASRock's UEFI fan control to control your fans. I've done similar things on my 970 Extreme3.
Truth be told, ASRock's fan control in UEFI did improve greatly compared to their past offerings.
You can control 5 out of 6 fans in UEFI and software.....

Just a reminder:
I'm using Enermax Eco80+ 350W for my Antec P182 build. The EPS 8PIN 12V cable is too short, so I've to add an extension cable. Otherwise, it's serving my AMD Phenom 955 very well. Highly recommend for people who want silent PSU at a budget price.

Coolermaster is unknown in terms of silent computing. So Seasonic/Seasonic-made PSU seems to be a safe bet in your list.

I've been using S12-430 for at least past 5 years. 3~5 hours per day. Truth be told, I sometimes want to purchase something quieter, more efficient, modular cable design like Kingwin Platinum 550W or Seasonic X-560 to replace this workhorse.

If I were to save every pennies, I'd purchase 65W CPU. After all, you cannot tell difference between 45W and 65W in terms of cooling/noise most of the time.

I'd probably purchase Seasonic X-560 instead of X-460 to save a few bucks anyway. After all, you'll have a fan always running on your 560 Ti VGA card, rendering fanless cooling PSU meaningless. And 560 would consume lots of watts if you want to OC it. Why not go for something like X-560 which costs ...

I concurred that Enermax Pro80+ 400W is very quiet. The concern for me is also long cable for MATX case. Very inconvenient to rout the cable if you want smaller case.

I'd purchase 3.5' 5400RPM HDD like WD Green, Seagate Green, or Samsung EcoGreen. They're cheaper and quieter compared to 7200RPM HDD. You get the best of both worlds: Performce from SSD/Capacity from 3.5' 5400RPM HDD.

I am not surprised by WD's AAM removal action........ Hitachi already jumped on the bandwagon during the later period of 7K2000 manufacturing. There's also no love for 7K3000 now.

Scythe Shuriken, Big Shuriken comes to my mind for low-profile situation. That said, you've to measure height tolerance of your case first. I bet you don't want to purchase something that won't fit your case.

I currently recommend low-priced 92mm and 120mm "tower" coolers by Xigmatek. Frosty Tech reviewed the 120mm Gaia and the 92mm Loki coolers. Both use bolt-through mounting and produce less then 35 decibels. Noctua coolers are better, but they cost more then double what Xigmatek coolers cost. In fact...

It's alot smaller then the stardard AMD coolers used on the quads I know that All AMD HSF are built buy AVC and SPCR tested them around 32dba which isn't deafing but not slient. I don't entend be doing any overclocking with just don't want go deaf when playing some older games on it or watching MP4...

Superflower 550W Plantium costs about the same as Seasonic 560W Gold in Taiwan which is acceptable for me given its semi-passive cooling and best efficiency in the industry. Btw, Superflower's Gold PSU's pricing looks very competitive compared to Seasonic/Enermax .....
