I suggest you using fan control in UEFI.

Just use ASRock's UEFI fan control to control your fans. I've done similar things on my 970 Extreme3.
Truth be told, ASRock's fan control in UEFI did improve greatly compared to their past offerings.
You can control 5 out of 6 fans in UEFI and software.....

Just a reminder:

I'm using Enermax Eco80+ 350W for my Antec P182 build. The EPS 8PIN 12V cable is too short, so I've to add an extension cable. Otherwise, it's serving my AMD Phenom 955 very well. Highly recommend for people who want silent PSU at a budget price.

Coolermaster is unknown in terms of silent computing. So Seasonic/Seasonic-made PSU seems to be a safe bet in your list.

Btw, add a rear case fan can help CPU cooling especially if you use side-blowing towers....

For me, I'd rather have Antec kept three layers of P18x side panel to keep noise in check. Seems it's gone for cost reduction, though.

If I were to save every pennies, I'd purchase 65W CPU. After all, you cannot tell difference between 45W and 65W in terms of cooling/noise most of the time.

I concurred that Enermax Pro80+ 400W is very quiet. The concern for me is also long cable for MATX case. Very inconvenient to rout the cable if you want smaller case.

I'd purchase 3.5' 5400RPM HDD like WD Green, Seagate Green, or Samsung EcoGreen. They're cheaper and quieter compared to 7200RPM HDD. You get the best of both worlds: Performce from SSD/Capacity from 3.5' 5400RPM HDD.

Scythe Shuriken, Big Shuriken comes to my mind for low-profile situation. That said, you've to measure height tolerance of your case first. I bet you don't want to purchase something that won't fit your case.

Superflower 550W Plantium costs about the same as Seasonic 560W Gold in Taiwan which is acceptable for me given its semi-passive cooling and best efficiency in the industry. Btw, Superflower's Gold PSU's pricing looks very competitive compared to Seasonic/Enermax .....
