Your BE-2400 uses only 45W, so a huge cooler isn't necessary. If you want it cheap I'd recommend the Arctic Cooling Alpine 7 . It's quiet, cheap, and performs well for you CPU. If you want to spend more money you can try a Nina/Ninja Mini. Then you can run it passive (without a fan on the heatsink)....

I'm using this stuff. Probably the same. Used in flighcases. It's on the side panels of my P150. Very effective of taken higher pitched noise out. And it looks great.

My first thought was a dust filter. But a very restrictive one.. But, as you point out, it's just plastic and lots of dust is going to your motherboard, not good. I'd remove it, don't care if somebody was supposed to do that anyway, it'll certainly help your temps and dust build up on the motherboar...
