It's very difficult to find a good passive PSU. I think you can consider some extremely quiet PSU whose fan speed is <500rpm, they are indeed inaudiable, such like Nexu Value 430 and Enermax Eco 80+. Also if your budget is allowed, a semi-passive PSU such like X-650 (fan will not turn on below 200W)...
