Don't worry, just boot your system and ensure it's running idle (~0% CPU usage in Task Manager).

All recent Intel CPUs have throttling but it won't kick in if it's idle and the heatsink is properly installed.

I've never thought my answer could sound as advocating "quantity vs quality", much more like "there's no easy one-fits-all solution".

I've seen the P150 in the 140-150 € range, while Solo is about 75-85 €. With ~70 € you can get yourself a good PSU (S12-430), or you can spare some cash and buy one of the less powerful models, or a Be Quiet! StraightPower. The prices might be different for you, though.
