Don't worry, just boot your system and ensure it's running idle (~0% CPU usage in Task Manager).

All recent Intel CPUs have throttling but it won't kick in if it's idle and the heatsink is properly installed.

I have tried both the original Aerocool Turbine and the Scythe S-Flex at the same speed on my Ultra-120.

Temperature is lower with the Scythe - the Turbine is now used as a case fan in my Solo.

To control 3-pin fans on 4-pin connectors, your motherboard must have a switch in the BIOS setup. Otherwise, you might be interested in a fan controller (manual or automatic)

I've seen the P150 in the 140-150 € range, while Solo is about 75-85 €. With ~70 € you can get yourself a good PSU (S12-430), or you can spare some cash and buy one of the less powerful models, or a Be Quiet! StraightPower. The prices might be different for you, though.
