1TB that's something consequent. My sumsung is 200 gb, no whining (i have another 250gb no whining). On the contrary i have 2 x 500gb Seagate they do whine a little.
You might try to disable the option "allow indexing" on this drive (right click + properties)

I have a 500 gb external WD drive, it's quiet compared to the other 500gb external from Seagate. Compared to a ssd i'm guessing it's not that quiet. Nero drive speed does the work well enough for me, except for cds, oddly, for dvds & bds it's perfect.

Yep slowing the drive speed down via a software is the solution. If you have XP use Nero Drive Speed. For Vista/ 7 i don't know.

Your best option imo would be to use a large, quiet fan (140mm and maybe 1200 rpm maximum) and control it via a rheobus this way you're set up.
