Won't the PS shut down or "act strange" if the load drops below the "1 amp" limmit a short while after startup? The simple solution is to add loading resistors within the PSU to guarantee the min load. For silence, I'd go with Nexus fans. Have you considered the BenQ DW 1640? Pretty quiet, and nice performance. Adding more load to NeoHE 430 seems to help. My HeoHE (s/n start 0512) seems to power on if I add some old junk dvd and floppy drive. I did find P150 rather quited by itself. Just use that rubber HDD suspension system, not HDD bays. TriCool fan was hard mounted, but fine when set on low speed after I did change the mounting to someting like in Quiet PC for Torrid Thailand (No need to add extra fans, but PSU duct is nice).
