The bearings are worn on the fan and there is enough slop that it can break into an oscillation around the bearing axis, it's called precession. Think of a spinning top that's wobbling. Replace the fan to fix the problem.

Heh, yeah. And PWM on the fan is not going to shorten coil life, and the statement that voltage control doesn't let you run your fans slow is misleading also. But there is usefull information in the article.

You can get Fanmates for $3-$4 if you look around. Hard to beat that with the ease of use (connectors etc) and the adjustability. I find things change in my system with upgrades etc and the adjustability is extremely convienient compared to changing resistors.
