The standard dual slot blower on my eVGA 9600GSO is much quieter than the 2 slot axial fan heatpipe heatsink on my MSI 9600GT OC. The former is almost quiet, but GPUs really need CPU-sized heatsinks,120mm fans, and multiple slot ducts.

SPCR review of the Xigmatek HDT-S1283 & SD964

Sure, I can mount a 92mm 120cfm fan to a lot of smaller heatsinks and outperform larger heatsinks with slower fans. The small Xigmateks do seem very good for their size.

They dont have to change ATX at all. If GPU makers put the componants on the other side of the board (facing up) it would make things much better. Also, temperature has little to to with the heat released into the case. If you think about it I'm sure you will realize that a better cooler doesn't affect the power consumption (=heat output) of the card. Gold rating is for 87/90/87% efficiency at 20/50/100% load in their own (unrealistically cool) test methods.

You may only NEED 200w, but if you got a 200w psu your fan would be running at max speed all the time and wouldnt be quiet. Just a minute how efficient is 80+ Gold? Let's say 80% so 200W load is 50W of waste energy--hardly needs much in the way of fan speed. It is not % of rated load that needs fan...
