Your setup/config/tools are garbage. The 20 (or 24 if you are using them) pin ATX connector does not include any wiring for -5V so any chain that is reporting any number for -5V is completely fabricating it. And thus trusting it for anything else is risky.

Umm - what are your ambient temps? Room temp, case temp (put a probe about 4cm from the intake of the CPU HS fan) etc. Are all your fans blowing in a sensible direction? What temps are reported in the BIOS? (Is your s/w reporting package duff?) All basic stuff but for the purposes of elimination ......

What is the BIOS reading? If also 'meaningless' you will have to play with software adjustments, if the BIOS makes sense then you know you have a software problem (like looking at the wrong sensors).
