Your setup/config/tools are garbage. The 20 (or 24 if you are using them) pin ATX connector does not include any wiring for -5V so any chain that is reporting any number for -5V is completely fabricating it. And thus trusting it for anything else is risky.

My motherboard only supports voltage control and not PWM on the System fan, despite having a 4-pin header. What I discovered is that my Abit has a BIOS option for 3- or 4-pin support of the CPU header and that fancontrol profile is different depending which BIOS option is selected ( see post here )...

Umm - what are your ambient temps? Room temp, case temp (put a probe about 4cm from the intake of the CPU HS fan) etc. Are all your fans blowing in a sensible direction? What temps are reported in the BIOS? (Is your s/w reporting package duff?) All basic stuff but for the purposes of elimination ......

... so I swapped it out for a 100mm Scythe Kaze Jyu 1000 RPM slim fan (SY1012SL12L). The motherboard apparently can't detect the new fan. The problem is that many older mobo/BIOS cant conceive a slow running fan, and so assume that a reading as 'low' as 1000rpm must be an error and report 0. Somewh...

What is the BIOS reading? If also 'meaningless' you will have to play with software adjustments, if the BIOS makes sense then you know you have a software problem (like looking at the wrong sensors).
