What's your limit of case height? If height is no issue, I'd get Xigmatek D1284 given its cheaper price and better cooling. capability. Otherwise, Big shuriken is recommended for lower/tighter case dimension.

From my experience, ASUS usually had an option called "offset" in CPU Voltage. Through "offset," I could adjust frequency/voltage without losing EIST's advantages like lower frequency/voltage/power consumption. If I remembered correctly, there should be an "Offset Voltage" option in CPU voltage adjustment where you could overvolt/overclock during load and undervolt/underclock at idle through EIST.

Frankly speaking, TR Ultra-120 eXtreme Rev.C is dated and in place of Venomous X. That said, it is still a great tower cooler, originated from Thermalright.

Frankly, I'd use a high efficiency 300~400W PSU rather than Pico-160W regardless of Intel or AMD setup for the peace of mind. After all, I don't want to risk the potential of losing valuable data all together! Enermax Modu82 385W or Seasonic Gold 400W seems to be a better fit under your circumstance...

Any decent 120mm fan cooler can crush Intel stock cooler in terms of moise performance. That said, I'd get a cooler with freedom of fan choice like Xigmatek 1283, TrueSpirit, CM 212+ etc as I can replace the fan if I don't like it or it is broken. Just my two cents.

The 2800RPM fan on TX3 is pretty loud by SPCR standard. You may put yourself at the mercy of motherboard's fan control implementation.

I'd purchase X-560 as it's cheaper and has a fan for peace of mind compared to X-400. After all, they both are fanless at low load which negate the benefit/premium of X-400 fanless advantage.

Frankly, I don't think it's a good idea to control PWM fans using voltage control. Usually, PWM fans respond to DC voltage disproportionally as they are designed to be controled by PWM signal. For example, some PWM fans may stop working below 9V voltage, leaving you little room for PWM fan control.

Try to undervolt your CPU to 1G @ 0.8V or even lower depending on your luck. You should be able to squeeze 3~5W compared to default CNQ 1G @ 1V.
