and you're sure the noise is coming from your psu?
might want to rma that if you can; if it is your psu then it's off to a rather inauspicious start.

when it comes to cooling, unless you're prepared to spend at least $250 on proper water cooling, youre going to get better performance(per dollar/watt/dB) from air cooling.

ive got some fans you might want to look into. they all look to have pretty good design, have what should be good bearings for horizontal mounting, and are generally considered silent (so they should at least be somewhat quiet xD). you can use the fillport on a t-line and run without a reservoir, but either option should still be placed before the pump. what case are you running in? maybe adding a new radiator could be considered... for watercooling help, i'd suggest wandering around hardforum or xtremesystems and just reading...

toroidal ring chokes. yep, they're low pass filters. not all motherboards use the ring style chokes because there are better performing options. solid state chokes can handle higher loads, and typically have reduced electrical noise. you still see ring chokes being used on new motherboards sometimes...

looks like a ZOTAC NF610I-E-E? sure is ring chokes and chinese caps in thar.
have you cleared the cmos?
try it out with just one stick of ram. try the other slot, etc.
if you cant get it to post, then you might have to try reseating the cpu. after that i dont know of much else to try really.

i remember someone on [h]ardforum dampened their h50 with some akasa foam... made a difference, but i dont recall any specifics. i've also seen the ddc pump dampened by maybe 2cm thick box of foam. any excess heat buildup in thee pump gets transferred to the water, and cooled as part of the loop, so...

i dont really like any of the first three ideas... i dont see the 50mm fan being quiet (or effective once made quiet), heatpipes... i dont see that plan ending too well unless youre some master case modder, and the fan blowing up, then venting out the dvd slot... not very efficient airflow, and some...

here is a (slightly) cheaper, fully modular psu. tweaktown's review is pretty good. for the video card, you could look at xfx's 6850's that have that same silent cooler, a design that was too quiet for anandtech to even measure properly! ;D definitely dont go with AS-5, either the mx-2, or shin-ets...

here is a solid bluray drive, inexpensive, reviewed well enough. i would go with a 5450, i dont think a new cpu will make as much of a difference for your application. also: a fresh install of windows can work wonders, or just getting your driver situation cleaned up and going with a driver package...
