Wow, that's an enormous difference. No idea HDDs could produce that much heat. Thought heat was chiefly from CPU/GPU/PSU

ADDA seems to make the quietest 60mm fan at 15.1dB and 13.2CFM; 32.3dB 23.2CFM. That SPCR chart is really helpful!

Any high pitched wines or clicking noises?

Has anyone used these before?
