It is fanless, meaning it has a big heatsink and will work just fine. The CPU runs cool enough that it does not need a fan to move away heat faster. I'm still baffled why this is "OffTopic" forum. I have to check in here once in a while just to keep track of this very interesting thread! The Merom is the target of my next system build. That is a more-than-sufficient board for server duties like firewall, etc. in a SOHO setup. In fact I'd say it's overkill. Depends on what you mean by "web & email" part of problem though. Serving web pages and email spool? Or is this to be a desktop system on which you will run desktop applications...
