In the review the card was stress tested with ATI Tool to get a load temperature. It only reached 72c approx which is still below the 78c Operating Temperature. Maybe the BIOS is different? With higher fan speed by default? I think there is every reason to believe that its fan can be slowed down by RivaTuner! I've had a Leadtek GTX260 for a week now. It's worth mentioning that the older Rivatuner v2.09 shows fan speeds similar to those in the article from GPU-Z at 700rpm approx. I wouldn't call 72 Degrees cool though. For a mid/ high-end air cooled graphics card stock cooler that isn't bad at all for a load temperature . There isn't much in the way of aftermarket cooling for the GTX260. The most effective way would probably be to watercool it. :) The actual GTX260 card is quite good though. It runs games well and temperatures with the stock cooler are a lot lower than my old 8800GTS 640mb stock cooler ever managed. :)

Try taking out all the PCI blanking plates beneath the graphics card. That will help reduce heat build up beneath the graphics card. You probably need to fit a fan to the card too. If you've got the springs tight it may be that the cooler backplate is bending. The Thermalright IFX-10 backplate is a lot more solid than the original Ultra 120 Extreme one.
