I could swear I saw a post on this board about modding the Antec TruePower 380 PS to put in a quieter fan, but I can't find it doing a search.

I believe that the typical Zalman resistor is a 2watt resistor, so replacing it with a 1/2 watt resistor is not a great idea. Regarding the desk's PC compartment, can it be modded so that the intake can freely intake cool air and the case & PSU fans can exhaust the warm air? If so, this should be a priority for you. regarding safe temps, the p4 will begin to throttle at ~70 degrees celcius. so that is the maximum safe temp decided by intel, but you can't really get above it anyway. running at those temps will propably shorten the life ot the cpu considerably though. There seem to be conflicting stories on which 120mm fans are quietest? Douglas Bailey did a test and found Papst to be the quietest.
