The CPU you're using uses so little power that the HSF is pretty much irrelevant. The only time you need a heat-pipe HSF is with a CPU that is drawing more (or way more) than 60W at load. Maximus boards have good fan speed support, especially with SpeedFan. Not sure about the 925D, but my 830D was way hotter than any P4. The 9xx series was a die-shrink of the 8xx series, and quite a bit cooler. Just not sure whether the result was more or less than the P4 they replaced. Probably still more, since it was essentially two P4's in a single package.

Any fan can be controlled. I have not seen a motherboard that's able to control a 4-pin PWM fan while unable to control a "normal" 3-pin non-PWM fan. You didn't mention what motherboard you're using. If it's an ATX board with four DIMM slots, then you're set. I'm using a 2x4GB Vengeance set with a Megahalems, and everything fits; just put the DIMMs in the slot pair farther from the CPU.
