If you want silence, then you won't be using 4 fans. You only need 1-2 if you use good and new hardware. I chose R3 so that is what I recommend to you. It has good quality/price.

I'd build a system that is capable of maintaining decent temperatures always with no need to alter fan speed at all. 1. Get a good semi-passive PSU. New units, like Super Flower Golden King 550W or an identical model from Kingwin are superior as they are semi-passive: in normal loads (<400W) they are 100% silent: the fan doesn't rotate at all.

It will be a Ivy Bridge setup with most likely 2 x sdd + 2 x storage hdd. PSU will be very silent. Even now my Antec Sonata would be quiet without that damn hdd resonance. I hate it. I have no idea why people think Ninja is better. In SPCR test Ultra 120 was better than Ninja in all cases expect when Nexus was run at 5V. Even then they were equal.
