I like the idea of ducting cool air from outside directly at the hot spots of the case (low speed fans) but I do not think this outward air pressure would keep the psu cool with minimal vents as all the heat generated in the case doesn't just dissapear or stay cool to go through the psu, not to ment...

I think the leadtek gf4 is the best choice for quiet operation combined with a fan much like yours dru, hovering over it.
