S3 standby is fans off. Look to enable/force S3 standby in your BIOS setup. Can't comment on getting WOL (wake on LAN) to work, however. My experience with both standby and suspend modes is that they can be problematic. Good luck!

No, Panaflo fans with RPM monitoring have p/n's that end in BX. Low-speed Panaflo's with RPM monitoring will have p/n's that end in L1BX.
