Many motherboard RPM sensors consider the fan "failed" if its spinning at less than 2500rpms or so. When cool at startup the PSU is probably spinning too slowly to be acceptable to the mobo. speedfan will report fan speed on (2) case fan headers and the CPU fan header on my Asus P4P800dlx; however, speed control works only on the CPU fan header. Since the 2 aps you mentioned are together capable of adjusting all 3-pin fan headers, speedfan should do you well. Can't comment of fanspeed since I haven't tried it. No, Panaflo fans with RPM monitoring have p/n's that end in BX. Low-speed Panaflo's with RPM monitoring will have p/n's that end in L1BX. In reality, I've only ever seen medium speed "BX" Panaflo's except the 92mm, which I've seen on rare occaision sold as a L1BX. Here's the panaflo p/n cheat sheet.
