Many motherboard RPM sensors consider the fan "failed" if its spinning at less than 2500rpms or so. When cool at startup the PSU is probably spinning too slowly to be acceptable to the mobo. I browsed it briefly and did not see any 865PE motherboards that will give you case fan speed control, however.

S3 standby is fans off. Look to enable/force S3 standby in your BIOS setup. Can't comment on getting WOL (wake on LAN) to work, however. My experience with both standby and suspend modes is that they can be problematic. Good luck!

speedfan will report fan speed on (2) case fan headers and the CPU fan header on my Asus P4P800dlx; however, speed control works only on the CPU fan header. No, Panaflo fans with RPM monitoring have p/n's that end in BX. Low-speed Panaflo's with RPM monitoring will have p/n's that end in L1BX.
