I have my temperatures set a Desired: 50C and Warning: 70C and RPM limits at 40% and 100%. So if the core temperature is 60C, I want the fans to be at 70% PWM. Then your second speed value should be 70%, not 100%. (100% speed happens at the "warning" temperature anyway, regardless of other settings...

If your goal is to reduce the highest power draw you don't need to use any special 3rd party tool or app. Just go and turn down the PowerTune slider to -20% as seen in http://www.anandtech.com/show/4061/amds-radeon-hd-6970-radeon-hd-6950/9 and you'll cut the max power draw by 20%. I'm seeing what you mean on pricing and availability. Consider this option then
95W E0 Phenom II X6 1045T about $115 (they have it on amazon, superbiiz, tigerdirect, etc)
It's a newer CPU but it's still socket AM3. Just be sure that you have BIOS support for it on your MB.

I'd look at the 7750 or 7770 cards. As to temp at idle anything below 60c is fine by me if it means quiet.
