I think it's Adda fan. Adda fan that comes with LianLi case are not bad in term of noise - though not SPCR quiet. I would recommend either a Nexus or YateLoon (both D12SL).
Personally I would take YateLoon as it give higher top speed (1300 rpm vs 1000 rpm of Nexus).

Frozen CPU and Performance-PCs (both in US) have the JMC 4-pin as well. Don't know much about Dell Dimesion 8400, but my previous experience with Dell is that they often use proprietary connectors and sometimes even with different wiring scheme. You might want to check the whole molex+fan to see whether there's any frayed wire some where that caused the short circuit. A normal fan/molex should not cause that.
