You should go with undervolted Nexus fans and suspend both drives with elastic clothing. Two casefans should be plentiful, one is probably enough.
Don't forget to cover up the top fan position and mount all fans with rubber screws.

Suspending it is the superior solution imo. It will lower noise beside vibration to. A close second is just laying it on a bit of foam but it won't work with multiple drives.

You can always place the fan on the outside but cooling will suffer a bit.

P183 has a lot of space if you removethe upper HDD-cage. Silverstone Fortress 2 is also a good option but a bit pricey.

The two current coolers I've looked more into is Katana 3 and Samurai ZZ. Both are a smaller than my old Ninja 2, and the Samurai ZZ should fit without problems but it doesn't perform as well as tower shaped coolers.
