That's going to depend on the motherboard. The fan does whatever the motherboard tells it to do, it can't be set independently (short of forgoing the 4 pin plug and using voltage hacks instead).

You could also try cleaning and re-seating the CPU and heatsink, in case something got shorted and can still be cleaned off. If that or pulling the CMOS battery doesn't work, I'm afraid I'm out of ideas.

(Remember to unplug the power supply from the wall before pulling CMOS battery.)

Yes, the stock front side bus on Palomino cores is 133 MHz, 266 MHz "rated" DDR (double data rate). The method of changing it back is going to depend on your motherboard.

Is there any reason to think that installing the new HSF would be related to the slower CPU speed? Well, not directly. If the heatsink was not installed correctly or its performance was inadequate, the CPU might be overheating, but I don't think Athlon XPs had any dynamic throttling that could caus...

You would use the three-pin plug in bottom left to connect to the fan. It will get power from the Molex pass-through in the top right. It will also provide RPM reading from the fan to the motherboard via the yellow wire and plug in bottom right.
