In the power section of the bios where it reads the rpm, voltages etc, hit the enter key on the selected value, and select "ignore" or something like that.
That should disable the warnings for low / no rpm.

I would advise you to look into ATI/AMD 4850/4870 series. Those are equally fast, cheaper and are using less power, according to xbit labs.

If you use the "ballanced" setting, vista manages the cpu frequency itself, Just the EIST features from intel which do just work.
I have also seen the other options you describe, but haven't figured out how they work either.

GPU voltage indicators and memory voltage indicators are also nice to have.
