Personally I've found that undervolting makes a bigger difference to power consumption than underclocking. I've read that power consumption of a CPU is roughly proportional to F * V^2, where F is CPU frequency and V is Voltage. For me, undervolting made a huge difference to my idle and peak fan spee...
