It looks like the fan overhangs the CPU HS just for cooling one of those heatpipe radiators... assuming it mounts in the correct orientation. And it even as a fan grill to keep your fingers safe! :D

I have a Soyo MB I use with a P3 1Ghz (coppermine, I think) with a 200 GB IDE drive for running GB-PVR under Windows 2000. I think you just need to make sure the BIOS supports LBA, as previously mentioned.

The flow rate isn't the correct factor, though. Sorry, I wasn't very precise. The correcr factor is non-dimensional flow rate, that is, flow speed divided by rotor tip speed. The fan should stall at the same non-dimensional flow rate, regardless of rotation speed. I think you're point is right, tho...
