I've had the same problem with the TruePower's fan monitor, however I have a Zalman 90mm fan in the system that reads fine. I was assuming that my PSU had a defect but I never cared enough about it to bother with warranty repairs. I'm using an Asus P4PE motherboard and a TruePower 430.

A quick Google search revealed that KD Computers is selling SATA power adapters.
