I have not seen many reviews of any integrated water cooling system that are quiet, or even outperform the best heatsinks.

My money would be on an air cooler rather than water.

Also cheaper and wont destroy your PC if there is a leak.

Your option 1 will work OK. I have seen coolers configured this way in order to avoid a conflict between the fan and high-profile RAM modules, particularly where all the memory slots are in use.

Looking at the PSU mounting in the BitFenix I would still side with an ATX PSU. The extra space around an SFF PSU won't be any real use in this case other than tidying spare power cables. I would think that a G-360 would be ideal given it's short length, allowing 20mm at the front for power cables ...
