If your 4k monitor doesn't support HDR modes, then HDMI 2.0 is fine. If it does, then be aware that HDMI 2.0 doesn't support full 10-bit per color uncompressed @ 60Hz. Consider going with the 500GB 980 Pro, as the 250GB takes a hit in some performance specs as it doesn't utilize all of the memory channels.

Yeah, lots of different ways to clean out dust..with tradeoffs. - end of plastic vacuum hose can have static charge - compressed air can over spin fans. Easy fix for this is to hold onto the fan so it doesn't spin. An anti-static wrist strap is pretty cheap and easy to use for anyone messing around ...

Yep, the gfx card is in the wrong slot. The one it's in provides PCIe 4.0 x 4 lanes. If you ever put an additional card in any of the adjacent slots it drops to PCIe 4.0 x 1. Of the two, the NUC + Akasa is the better thermal choice, plus a bigger bump in processing power if/when you need it.

If you stuck with the stock case fans, they are DC controlled.
