As was mentioned the Phantom 12V is very beefy for a 350 watter and I think you should be able to pull it off. I believe the heat output would be similiar to a radeon 9800 pro, not hugely more or less at stock speeds, probably less than the 9800 XT if that is what you meant by ultra. If you want near silent at idle the raptors are workable. If you want near silent at seek I don't think it's practical at all. Check www.storagereview.com for info comparing hard drive performance. Seagate's current drives are a good noise/performance combo right now but not silent, and WD caviar's are notorious for their noise levels.
