From what I can understand of that code, it's a sort of percentage multiplier for wattage and cost? If so, why not have a percent for all three factors and then a person could rank which of the three are important to them, and associate percentage values to them. Here's an idea: there are plenty of cases available that have a top blowhole. Take the fan out, leave the grill. used some thin cardboard or plastic to make a duct from the back of the psu to the "vent" (top blowhole) on the top of your machine. Nice idea!
