I've been very pleased with my Plextor PX-800A slowed down to 8X with Nero DriveSpeed. Has a quiet, smooth whoosh about it and no hard noises at all.

Rumbles a bit at full speed, but nothing out of the ordinary and still smoother than a lot of other drives I've tried.

Have you blocked the rear vents around the PSU? If not, the PSU drags air from there instead of the front by the HDDs. Bought a Slipstream L to do the job. It's quiet and smooth, but clearly audible - though less so than having to run the Zalman CPU faster to get the same airflow.

I just wish the P180 had a fan mount in the upper drive cage so I could get the fan further away from the front intake. :(

So I got that Plextor PX-800A installed. Plextools works to the effect of setting the drive speed, but apparently setting the spin down time does nothing, though it's by default shorter than with the Samsung. As for noise, it might actually be a bit louder in absolute dB than the old Samsung SH-W163...

I cobbled the term together from the words "spin" and "in standby" to implicate that the drive just idles there for two minutes after action stops. It's not a huge irritation as the speed is slow, but it's still a source of noise you pick out, and then there's the little squeal when it finally stop...
