You could be right. But even if neither fan was undamaged, the case would sound noisy. And cool poorly. So it's kind of a moot point. This case most probably won't be bought by any SPCR user because of the (measurable) noise, but you can't conclude that there is poor quality control based on 1 of 2...

From my experience: these adapters are a major blockade for airflow: what you gain in external surface is diminished by the backpressure of the adapter. In my case, I had to run my bigger fan about twice as fast as I thought, to achieve about the same CFM (at least, to achieve the same temperatures)...
