If you can't under volt, then under clock (if you can). They both effect power consumption. The advantage to under clocking is no negative impact to stability.

Put the thing together first and then see what, if any, problems thee are. The reason for this is that the resonant frequencies of the different panels are rather specific, and will only be excited if your components vibrate at the right frequencies.

Not all DVI > HDMI converters are created equal; you have to make sure that the one you get also carries the audio signals. There are also Displayport > HDMI converters that carry the audio.

I would suggest double checking the output ports on the card. For these lower end cards there are usually two variations on the ports: DVI/HDMI/VGA or DVI/HDMI/Display port.

Scythe: S-Flex, Gentle Typhoon and Kama Flex II, Arctic Cooling fans have FDB. I'm sure there are more.

Power loses due to friction are minuscule between bearing types with small bearings like this. Right now the fans with the highest operating life are the ones with FDB.

You should be able to go directly into the BIOS and set the CPU voltage as low as 0.85v. Just remember that that voltage value is for idle conditions when the CPU multiplier is x6. Undervolting will have very little effect on idle power draw. I doubt that it's possible to change the VID in the CPU. ...

The ambient temperature is the temperature of the room, or more specifically, the temperature of the air entering the PC. Any indoor/outdoor thermometer would work.

For a given voltage, it can only draw more current if it runs at a higher frequency or does more work. From Ohm's Law (I = V/R) I goes down if the voltage goes down.

If the fan is vibrating enough to shake the MB, there is something wrong with the fan. If the fan is in balance, has good bearings and is running true (no wobble) then it shouldn't vibrate much at all, even if its making a racket from spinning fast.
