The Athlon64 Orleans (rev. F, Socket AM2) can go lower than 1.1V. I have this system myself and tried 1.0V @ 1.2GHz a few days ago. No problem.

I'm going to try for the lowest stable vcore at 1GHz, just for fun. I could report back here if you're interested.

The limit can not be caused by the CPU, since it is the board that applies the voltage to the chip. Sure, the chips may not like sub-1.1 voltages, but the chips themselves can't stop us from applying said voltages.
