Yes with a top shelf cooler a low rpm fan will work good, especially if it is 120mm and can move some cfm at such a low rpm. Thats why i like my Big Typhoon, at max rpm of 1300 it is virtually silent inside a case.

Unless you are going to use the hs without a fan then that information is still not conclusive. Just consider the review of the Sonic Tower which is probably the best of the 5 reviewed w/o a fan.

It could be that the "leak" is actually evaporation through the Zalman silicon tubing. Silicone tubing is more permeable then vinyl.

You could buy the same size clear vinyl tubing at Home Depot for $4 for 20 Ft. Replace all the Zalman blue silicone and see if the smell and leaks disappear.

This is an awsome CPU.
How do you identify the CG stepping?

I use a Commonwealth 120x25mm and run it at 5 volts in a Fortron p300 power supply. No problems starting and very quiet compared to Panaflo 80mm fans at 5volts.

For what its worth its rated at 54cfm/25dba at 12 volts and at 5 volts its
22.5cfm/6dba.

I have both the Fortron and the Seasonic. The Seasonic is definetly much quieter. With its higher efficiency and 3 year warranty i think the Seasonic is the way to go.
