1.Depends on your case. I would say Acoustipac is great. But not cheap.
1a. I don’t know what that is, I normally get Styrofoam nuts or paper… they are all bad.
1b. Carpet pad foam.
2 over every surface that is not needed for ventilation.

If you are going from aluminum to acrylic I don’t think your going to find a negative impact. Typically acrylic cases are thick. But you lose the benefit of using a rubber or foam dampener. What case do you even have with 11 hard drives in? How are you cooling all your drives? Two obvious solutions. If your drives are not in some array, have the ones you don’t use often power down very quickly after use. Second, get a new case. You should really consider why 11 drives on all the time...
