A good place to start is to first, identify your sources of noise. Then you can easily replace the offenders.

I think something is wrong. I have several 800 rpm S-Flex's and they do not have the motor noise that you described. I can only hear it when I'm right next to my system. (~30cm)

I don't see the point.... 4 cores, 2MB of L2 cache? 512KB per core? I thought the Q8x00 series was crippled with 1MB L2 per core. Maybe it's for OEMs so they can advertise "QUAD CORE CPU!" knowing very few consumers actually need it.

How about a low power, passive, dual dvi graphics card? My recommendation is the Asus 3450 which will suit your needs well. The other choices I linked to will be more powerful, probably too powerful for your needs.
