My experience with 120mm Panaflo high speeds is that they're obscene in terms of noise, even when undervolted. In your case, yes. The Super Silencer 400 was designed for an older computer (ATX 1.3) that focused its power at 5v. The S12 focuses on 12V power, like all good ATX 2.xx compliant PSUs.

I think it's difficult to come up with specs that the S12-430 WON'T work with.

It's tough to say whether you'll notice a noise change with the S12. I know that the older SmartPower PSUs were on the loud side. But what you've described sounds more like either dying fan bearings or coil whine.

Have you checked your memory for errors? Faulty or bad memory can lead LOTS of crashes as I can personally testify to.

Memtest86 if you haven't tested it.
