I've had that problem before. Here's how you fix it:
Find the middle of the bottom of the front of the frame. There is normally a company logo there.
Turn your hand upwards; if your arm is horizontal, your fingers should be vertical.
Place the part of your hand that is below the palm on the area that you located earlier. Pull your hand straight backwards. After your hand is about a foot away, stop. Now, quickly and forcefully hit the area with the same part of your hand that hit the area before. NEVER hit any other part of the monitor.

I've damped my 17" CRT and put a 80mm Papst on top of it. It looks like hell but it's a quiet solution.
If i'd do it again, i'd dampen the inside instead, which means more work and is a bit trickier but would look better. I'd also use two fans instead of one and put them at the rear instead of the top.
If you do this, make sure the fan doesn't have any direct contact with the monitor; that would get noisy.

so, maybe some of expensive ones, like sony crt monitors - didnt make sound?
because - you know - it is quite important thing, whwn you got quiet pc!
---this crt CTX 17 inch - is also flatron, with details, made from sony.
---itmakes a lot of warm, maybe thats is the reason for noise?
PS (its no use to look for LCD mons, because for graphics editing they are not usable)
