It should fit - height of the Kotetsu is 160mm, which leaves 5mm above it. The crossbar is back far enough with most mitx cpu placements that it won't interfere. If it does, you might be able to run w/o it -- the back case fan is very close.

I would not recommend such configuration. Here is why:
1. From Fractal Design site:
•ATX PSUs, up to 160mm in length (To fit in combination with a long graphics card, PSUs with modular connectors on the back typically need to be shorter than 160 mm)
•Graphics cards, up to 310mm in length, when 2 HDD slots (1 HDD hanging bracket total) are removed (Graphics cards longer than 170 mm will conflict with PSUs longer than 160mm)
•Tower CPU coolers, up to 165 mm tall
So: check PSU mounting dimensions, check your graphics card length, check cooler mounting dimensions.

According to specs your cooler is 130 x 58 x 160 mm - without fan I assume, so with fan it will be 130 x 83 x 160 mm . Mine is 125 x 71 x 158 mm with fan. If you put fan on the front then it will conflict with memory slot in case they memory modules are with heat spreaders. If you put it on back then I am not sure if there will be conflict with other components but there may be. Also you will probably have 2 mm space between case and cpu fan . Maybe they have slimmer version of the cooler?

My budget is around $50 and it will be cooling an Core i5-4590S

The case will accept up to a 165mm tall cooler. Scythe Kotetsu is 160mm and is ~$45. Probably want to look at the various motherboards for their clearances, but should be ok.

No reason to get the S part.
