A fractial design r6 or a be quiet 800 base?
what would be the more optimal cpu cooler for silence at load?
does it matter what gpu we pick whether a 70 or 80 from nvidia's side?
What's more [quiet]?

Welcome to SPCR.
ComputerBase reviewed both cases with the same components inside. Unfortunately, you have to compare the reviews side by side as the author didn't choose to list them both in the same review. be quiet! 800 and Fractal R6. My takeaway is for lower loads, they are equivalent for noise. For heavier loads, the R6 has better airflow leading to lower temps at similar noise levels.
What's the rest of your component list? (CPU, mobo, etc)
What's a "70 or 80" Nvidia? Do you mean GTX 1070 or GTX 1080?
