From the sounds of it, the stock Sempron cooler will be fine. I'm hoping that a single, quiet, 800rpm, 120mm case fan can cool everything just fine.
Is there a simple cheap case that I can use?
Right now, total cost is about $270, and I'd like to keep the cost way down . Ideas? Any silent case/PSU combos instead of getting the PicoPSU by itself?

Hey, can I dig this thread up? Newegg is having a combo special with the Sargas, and I have an idea for building a SFF case. But I need a power supply.
Like Martin, I'm interested in building on the cheap. I've never bought the Pico PSU, but I don't find the price compelling. I realize it can't be beat for silence, though.
A number of mini ATX power supplies are available on Newegg. Has anyone used these? Any chance of a SPCR review?

Well, if your mATX motherboard is a little undersize (20cm x 24.4cm) rather than the mATX standard dimensions of 24.4x24.4, then if you are willing to do a bit of DIY, then you might be able to do what I'm trying to do and fit the mobo into a Lian Li PC-Q07 case (mITX case, but should be just large enough to fit a mobo that is 20cm x 24.4).
My Gigabyte G31 mobo is about 19.4 x 24.4 and it just fits. You'd have to drill your own motherboard standoff positions though.
