I have this cooler, but haven't used it yet.
The two fans aren't very loud and would probably be unnoticable inside a case, but there is some bearing inconsistency with the two fans. One of them produces more grinding/rumbling noise than the other.
I'm sure as fanned VGA cooling solutions go this would work well with not too much noise, such as the VF700 does. The reviews I've seen show it cools quite well, and I was planning on trying it semi-fanless.

Yeah, that's too bad... maybe if you're handy with a drill press you could drill and tap some new screw holes in the heatsink? It's limited only by its screw holes and only really needs new ones unless there's some other problem like components very close to the GPU or something.
Just to confirm what I remember, late (very late!) last night I used a battery pack and powered up the Northpole fan card again in a quiet room, and at 1m I thought it was very unobstrusive. I don't think it's 15dBA as claimed (not that I'm a great judge of this), but it has to be somewhere in the high teens or low, low 20's based on what people say a typical late night suburban noise floor is. Probably even better stuffed in a case laid sideways.
