HD 3850 Ultimate and soon Passively cooled HD 3870 should appear in markets.

I've had a good experience with the ECS. No noises. I think Jazz may have purchased a defective card.

Or you could always buy an eVGA 8800GT (they have several flavors - I like the Superclocked) and add an Accelero S1. The warranty on eVGA cards allows for heatsink swaps, so you don't have to worry about voiding it.

I've been looking at the Gigabyte 8600GT, another is MSI's. Both decent reviews. If you want to go a bit faster, MSI do a passive 8600GTS.

All passive cards need good air circulation past them. It's a question of working out the flow pattern through your case.
