I know Thermaltake doesn't have a good reputation here. But it looks like the fans can be replaced.

Seems OK but nothing new or interesting. I would still rather have somthing like a Thermalright T-Rad over this.

On the contrary I mean TR's gfx coolers are often overrated and indeed they are really not so much interesting.

There are other VGA coolers with 2 x 12cm fans?

I don't think so, but anyway it's not the case of TR T-Rad.

The new T-rad isn't built for two 120mm fans, so Thermaltake has the empire all for itself. The heatsink itself looks pretty decent, actually. It's an oversized accelero rev2 if you ask me. You just have to replace the crappy included fans with two of your own, and it should perform well. Though I won't be surprised if the AC accelero extreme 280 beats in both silence and cooling capacity...
