HD 5750 Adjusting 2D clocks in Windows 7

Does anyone know of a tool that can adjust the 2D clocks of this card under Windows 7?

I ask because this card is only undercloking to 500/1150 for some reason.
Ati Tool Tray & Riva tunner arn't working.

I'm getting rather high power consumption on this new build and I suspect that isn't helping.

If you are willing to flash the bios, you could probably use Radeon Bios Editor to change the PowerPlay settings.

I had the Powercolor but I returned it and got a Sapphire which solved the problem. See this thread.

I just posted on that thread as I installed an XFX version of that card with positive results.
