My grandma has been using a WebTV for several years, but the service keeps getting worse. I'm looking for an extremely cheap PC with bootable USB, Ethernet, TV-out, and audio out. No hard disk or optical drive. 128-256MB of RAM and a 400-800MHz CPU.
Small is nice. Silence is always nice. But price is the critical factor. The budget is $200-300. Any recommendations?

dont know about 400-800Mhz cpu, but you can get an intel D201GLY for $70 from newegg with a 1.3Ghz celeron included. Not sure what type of tv-out you need, but there is a version of this board with s-video out. This would probably be a bit more than the $70 though, but still, find some nice mini itx chassis for it and you may be off.
One other thing to bear in mind: the cpu heatsink is fairly tall so not all mini itx chassis will fit. Either way you should be able to build a system based on this board for $200-300 if you need no hdd/cd-rom
